City of Saginaw Animal Services and Adoption Center

 

The Saginaw Animal Services and Adoption Center, located at 205 Brenda Lane, is dedicated to providing care and shelter for stray and abandoned animals in the Saginaw area (must pay a waterbill to City of Saginaw or Blue Mound). Our mission is to protect and promote the health, safety, and welfare of both animals and the community. The shelter offers a range of services, including pet adoptions, pet licensing, and animal control. Additionally, the shelter offers vaccination clinics, and works closely with local rescue groups to find homes for animals that may require additional care. Our staff is knowledgeable, caring, and always happy to assist with any questions or concerns related to animal welfare.

This building is currently standing and is used for our stray hold and dog quarantine area. This building also Includes Ed’s Poodle Parlor named after our first Shelter Technician Ed Reedy. This building originally housed 2 dog quarantine kennels 8 regular dog kennels and 6 cat cages. The building was retrofitted after the building of the new shelter (shown below) to have 7 quarantine kennels and 3 regular dog kennels. A portable building was also added on the site of the second shelter (shown above)  to house quarantine cats.

 

 

Saginaw’s Current Animal Shelter

October 2006 – Present

This is our current Animal Shelter, this shelter was primarily built thanks to a Saginaw resident and business owner Quana Walter campaining for a new shelter. Our City Council approved the shelter being built. A contractor was hired to build the shell of the building, too save money Animal Control Officers and Building Inspectors built the entire inside of the building, Offices, Kennels, Cielings etc. This building currently houses 23 dog kennels and 12 cat condos. Our Cat quarantine building houses an additional 4 kennels at this time

If you lost or found a pet, please submit an online report. We will make every effort to reunite the animal with its family.

If you have lost a pet, check with Saginaw Animal Services. We highly recommend that you visit our shelter in person every few days to look for your lost pet, as your description of an animal may vary from someone else’s description. Only you can positively identify your pet.

Let us know if you either lost a pet or found someone else's and would like to post it on this bulletin board. All bulletin board information will remain until the pet has been found or about four (4) months from the date it was posted.

Pet Registration

Requirements

The City of Saginaw requires that all dogs and cats 4 months or older to wear a current city registration tag and rabies tag. (This is not a requirement on community/feral cats) Licensing is an important means of identification and can help reunite you with your pet if it gets lost. It also provides your pet's rabies vaccination status in the event that the pet is involved in a bite. Registration tags are valid for one year or three year depending on rabies vaccine duration. Three year registration must be purchased no later than 30 days from three year rabies vaccination.

·         We will contact you when the pet is found in the field to prevent impound fees.

·         If your animal is injured and needs medical attention, we will contact you immediately.

·         Lets us know how many pets are in the city.

Registration Tag 3 year: $30 (can be done at Animal Services)

Online Fee minimum $3.75 processing fee or 4% (if over $100)

Dangerous Dog Tag $100 ( must be done at Animal Services)

Application

In person - Cash, check, money order, and credit cards (Visa and MasterCard only) are accepted in-person at the Animal Services Shelter.

By Mail- Print the pet registration application form and mail the completed form and a copy of the rabies vaccination certificate with a check or money order to the City of Saginaw Animal Services Shelter, PO Box 79070, Saginaw, Texas 76179, or drop off at the City Hall drop box, located on the eastside of the building, in an envelope labeled "Animal Services."

Online registration – We now offer online pet registrations, to register your pet oline, you will need to register for an online account through our pet portal under the “MY ACCOUNT” tab. Once registered you will be required to upload the current rabies vaccination certificate, and pay the online registration fee listed above. The information will be submitted to animal services which will review the information you submitted. If all information is valid and current a tag will be issued and mailed to you. Incorrect information will delay the process and a tag will not be issued until all information is submitted correctly. Payment does not constitue a valid registration.

 

TNVR

Saginaw Animal Services is glad to announce that as of September 1, 2024 a TNVR ordinance has been approved. Saginaw Animal Services will assist citizens at trapping feral cats in the neighborhood in an attempt the control the cat population in our city.

DID YOU KNOW?

·         Community cats, also called feral cats, are unowned cats who live outdoors. Like indoor cats, they belong to the domestic cat species (felis catus). However, community cats are generally not socialized, or friendly, to people, and are therefore unadoptable. They live full, healthy lives with their feline families, called colonies, in their outdoor homes.

·         Cats living outdoors is nothing new. It wasn’t until kitty litter was invented in the late 1940s that some cats began living strictly indoors. But community cats truly thrive in their outdoor homes. The tips in this brochure will help you coexist with community cats.

·         The gestation period for cats is usually 63-65 days, and that kittens can get pregnant as early as 4 months of age. The average litter size for cats is 4 kittens per litter.

Cats get in your trash.

Reason: Cats are looking for food.

Feeding stations provide cats with a designated area to eat.

3 Quick Tips to Keep Cats Out of Your Garbage:

1. Secure your trash can with a tight lid or bungee cords. This will protect your trash from wildlife as well.

2. Find out if neighbors are feeding the cats. If they are, make sure they are following best practices. Learn more at https://www.alleycat.org/resources/best-practices-community-cat-colony-care/

3. Consider feeding the cats yourself if you find no regular caregiver. Feeding cats using best practices will help ensure they don’t get hungry enough to get into trash.

Cats dig in your garden.

Reason: It is a cat’s natural instinct to dig in soft or loose soil, moss, mulch, or sand

6 Quick Tips to Help Keep Cats From Digging

1. Put out fragrances that keep cats away. Scatter fresh orange or lemon peels. Metal pans filled with vinegar also deter cats.

2. Make an outdoor litter box away from your garden by tilling the soil or placing sand in an out-of-the-way spot in your yard. Clean the area frequently.

3. Use plastic carpet runners, spike-side up, covered lightly in soil. They can be found at hardware or office supply stores. You can also set chicken wire firmly into the dirt (roll sharp edges under), arrange branches or sticks in a lattice pattern, or put wooden or plastic fencing over soil.

4. Get the Cat Scat Mat, a non-chemical cat deterrent consisting of plastic mats that are cut into smaller pieces and pressed into the soil (pictured). Each mat has flexible plastic spikes that are harmless to cats and other animals but discourage digging.

5. Get motion-activated sprinklers.

6. Cover exposed ground in flower beds with large river rocks to prevent cats from digging. Rocks have the added benefit of deterring weeds.


Cats lounge in your yard or porch, or on your car.

 

Reason: Cats tend to remain close to their food source.

4 Quick Tips:

1. Shift the cats’ food source to a less central location, where you won’t mind if they hang out.

2. Apply fragrances that deter cats around the edges of your yard, the tops of fences, and on any favorite digging areas or plants. See “Cats are digging in your garden” for a list of cat-deterring fragrances.

3. Install an ultrasonic deterrent or a motion-activated sprinkler. You can find humane deterrent products at garden supply stores.

4. Use a car cover or place carpet runners on top of your car to avoid paw prints.

 

Cats sleep under your porch or in your shed.

Reason: The cats are looking for a dry, warm shelter away from the elements.

2 Quick Tips:

1. Provide covered shelter. Or, if the cats have a caregiver, ask the caregiver to provide covered shelter. Shelters should be placed in quiet areas away from traffic.

2. Block or seal the area where the cats enter with chicken wire or lattice, but only once you are absolutely certain no cats or kittens are inside.

 

Feeding cats attracts insects and wildlife.

Reason: Leaving food out for too long can attract other animals.

2 Quick Tips:

1. Feed the cats at the same time and location each day. They should be given only enough food to finish in one sitting. If another person is caring for the cats, ask them to follow these guidelines. 2. Keep the feeding area neat and free of leftover food and trash.

 

Cats are yowling, fighting, spraying, roaming, and having kittens.

Reason: These are mating behaviors. Once the cats are spayed or neutered, these behaviors will stop.

2 Quick Tips:

1. Conduct TNR for the cats. TNR stops mating behaviors and ensures no new kittens are born.

2. Find more information about TNR at alleycat.org/TNR. Get help from local community cat experts by visiting the Alley Cat Allies Community Resource Tool.

 

Please remember: Do not take community cats to animal shelters. As community cats are generally not socialized to people and unadoptable, there is a high likelihood they will be killed. Instead, community cats should be spayed or neutered, vaccinated, ear tipped, and returned to their outdoor homes through a TNR program.

5 Easy Steps for Humanely Deterring Cats

1. Talk to your neighbors. Determine whether the cats are pets, stray, or feral, and if they have been spayed or neutered. If not, make an appointment with a feral-friendly veterinarian and find tips for TNR at alleycat.org/TNR. Or contact Saginaw Animal Services at 817-230-0460

2. Apply nontoxic deterrents around your yard.

3. Put a tight lid on your trash can.

4. Block gaps in the foundation of sheds and porches.

5. Use a cover to keep paw prints off your car.

HUMANE DETERRENTS

Humane outdoor cat deterrents

The following are options for humane outdoor cat deterrents:

  • Motion-activated sprinklers: Motion-activated sprinklers have an infrared sensor that releases a short blast of water. The sprinklers can “fire” up to 1,000 times on one nine-volt battery and typically cover an area 35 by 45 feet. These devices can be purchased through online retailers.
  • Ultrasonic deterrents: This type of deterrent uses a motion sensor and emits a high-pitched ultrasonic alarm that can’t be heard by humans but will frighten most cats and (in some cases) small dogs. You place the unit facing the area you want to protect. Some versions use nine-volt batteries, while others are solar-powered. These devices also can be purchased through online retailers.
  • Scat mats: These harmless mats or carpet runners are made of flexible plastic spikes. Place on the ground with spike side up to discourage cats from digging.
  • Other digging deterrents: Push chopsticks into small potted plants. Use pinecones, lava rocks, concrete pavers, or stones as mulch to prevent cats from digging. Place large river rocks throughout the garden, or use poultry fencing or landscape wrap around plants.
  • Smells that repel cats: To keep cats out of yards or gardens, plant the herb rue or sprinkle dried rue. Citrus or lemon scents, garlic, ammonia, vinegar, coffee grounds, pipe tobacco, mustard, citronella, or eucalyptus all deter cats as well. The scents diminish over time, so reapplying is necessary.
  • Neutralizing urine smell: OdoBan, Nature’s Miracle, Fizzion, and Simple Solution are effective natural enzyme products that are available at pet supply stores or online.
  • Blocking off access: Cats seek out dry, warm shelter away from the elements. Block off access to the places in which you don’t want cats (making sure no cats are inside before doing so). To guide cats away from those areas, provide another shelter. There are many inexpensive options for community cat shelters.
  • Nut shells: The use of shells suchs as pecan and walnut shells also helps. Cats do not like the feeling of the shells on their feet or between their toes.
  • The use of repellents can be effective but must be reapplied every few weeks as the smell fades or after a rain

Keeping of Animals and Fowl

 

Backyard chickens are allowed. After issuance of a permit and inspection by the city, a residence may keep a maximum of six female chickens of the species Gallus gallus domesticus on residential property.

 

Requirements

The city shall develop a form and application requirements for the keeping of backyard chickens.

Only one permit for backyard chickens may be issued per property, tract or individual lot.

A permit is non-transferable and shall be valid and effective until the permit holder no longer resides at the property, ceases to keep backyard chickens on the property, or is otherwise revoked.

A permit may be revoked upon a finding by the city after written notice of two documented violations of this ordinance within a 12-month period.

Permit Fee: $20 one-time fee, non-transferable and shall be valid and effective until the permit holder no longer resides at the property, ceases to keep backyard chickens on the property, or is otherwise revoked

Microchipping

One in three pets will get lost during their lifetime. Microchipping is the best way to ensure your pet finds their way back home. The City of Saginaw Animal Services and Adoption Center offers $20 microchipping. Please be sure to keep your contact information on microchip updated, if you move or change phone nemubers.

Dog Park Rules & Regulations

1.      Dog Park hours are from Dawn to Dusk

2.      All dogs must be current on Rabies vaccinations and be free of any contagious diseases, per city ordinance all dogs must have a RABIES tag and CITY REGISTRATION tag (SAGINAW RESIDENTS) displayed on their collars at all times.

3.      Dogs must remain leashed in entry/exit area

4.      Dogs displaying aggressive behavior shall be leashed and removed immediately

5.      Dogs must be in view and voice control of the owners/ handlers at all times

6.      Owners/Handlers must carry a leash at all times for their dog(s)

7.      A maximum of 2 dogs per owner/handler

8.      No unaccompanied children under 13 years old allowed

9.      Dogs 4 months of age (16 weeks) or less are prohibited

10. Dogs in HEAT are prohibited

11. No food or drinks (Humane or Canine) except bottled water allowed in park

12. Dogs less than 25 lbs. are not allowed in the large dog area. Dogs over 25 lbs. are not allowed in the small dog area.

13. No bicycles, rollerblades, skate boards or motorized vehicles allowed in the park except maintenance vehicles

14. Owners/Handlers are required to clean up their dog’s waste

    Owners/Handlers shall report dog bites or scratches to HUMANS, & any aggressive incidents, dog fights etc. to Saginaw Animal Services immediately @ 817-230-0460 during business hours, after hours contact Police Dispatch at 817-232-0311. In case of an EMERGENCY call 911.

Vaccination for Rabies

The City of Saginaw and Texas health and safety codes require that all animals, (cats and dogs) to be vaccinated against rabies at the age of four (4) months old and vaccinated annually thereafter.

A registration tag can be purchased at Saginaw Animal Services on Monday -Thursday from 11:00AM to 5:00PM, Friday from 11:00AM to 1:00PM and/or online, for $10.00 a tag. An optional 3-year registration tag may be purchased for $30.00 if you meet the requirements. Online registration is subject to a minumum $3.75 processing fee or 4% (if over $100) This applies to both indoor and outdoor animals.

Tags Required on Animals

All animals are required to have current rabies and city tags on them at all times to ensure the timely notification of owners in case your animal is lost or rescued by Animal Services. All indoor/outdoor cats must be registered, spayed/neutered, and microchipped.

Restraint for Dogs

All dogs are required to be on a leash and in control of a competent person at all times when not in a secured enclosure (caged dog run, fenced-in backyard, the house, etc). The City does NOT allow animals to be tethered (leashed/chained to stationary objects).

Impounded Animals

All impounded animals must be claimed by its owner within 72 hours or they are subject to adoption or a rescue group.

Adoption

Pets are available for adoption at the Saginaw Animal Services and Adoption Center. The adopter agrees to have the animal spayed/neutered, provide current rabies vaccinations, and a current city registration (if a Saginaw resident). The adoption fee starts at $40.00 plus any additional medical costs.

Must be reported within 24 hours. If a bite occurs between 8:00AM to 5:00PM Monday – Friday, then contact Animal Services at 817-230-0460. If after the hours, weekends or holidays, please notify the After-Hours phone line at 817-232-0311 and they will contact us.

lf you encounter a wild animal, contact Animal Services. Please let us know the type of animal, and location. Do not attempt to capture a wild animal on your own.

Pets in Cars

(g) Vehicle confinement.

(1)  A person shall not place or confine an animal or allow an animal to be placed or confined in a motor vehicle or in a trailer under such conditions or for such a period of time as may endanger the health of the animal due to heat, lack of food or water, or such other circumstances as may cause injury or death to the animal.

(2)  It is presumed that an animal's health, safety, or welfare is endangered when the animal is confined in a parked or standing vehicle, without the engine running or climate control system engaged, or in a trailer for a period of five minutes or more when the ambient outside air temperature measures above 80 degrees Fahrenheit or below 35 degrees Fahrenheit. It shall be deemed prima facie evidence of a violation of this ordinance when the ambient outside air temperature is verified through the Saginaw Fire Department.

(3)  If an animal services officer or police officer investigating this situation determines the animal in question must be removed from the vehicle immediately or risk damage or injury to the health, safety, or welfare of the animal, the animal services officer or police officer may use reasonable force to remove the animal from the vehicle. Appropriate intervention shall be administered to the animal immediately, with all associated costs being the responsibility of the person having care or custody of the animal and who is responsible for the confinement in the vehicle or trailer.

(4)  It shall be the responsibility of the person having care or custody of the animal, who placed or confined the animal in the vehicle or trailer, to repair any damage resulting from the use of reasonable force to intervene on behalf of the animal

Creating Health Hazards

Any person who shall harbor or keep on their premises, or in or about a premise under their control, any dog, cat, or pet animal, and who shall allow their premises to become a hazard to the general health and welfare of the community, or who shall allow their premises to give off noxious or offensive odors due to the activity or presence of such animal, shall be guilty of a Class C misdemeanor.

 

(1)              All animal manure and other excrements shall be disposed of in such a manner so as to prevent it from becoming a public nuisance.

(2)              An owner, harborer, or other person having care, custody, or control of a dog or cat commits an offense if they knowingly permit, or by insufficient control allow, the dog or cat to defecate:

a.      On private property other than property owned, leased, or controlled by the owner, harborer, or person having care, custody, or control of the dog; or

b.      On public property or any other place to which the public or a substantial group of the public has access, including but not limited to, a street, sidewalk, alley, park, or playground, or any common area of a school, hospital, apartment house, office building, transport facility, or shop.

Multi-Pet and Foster Permit

Any person desiring to keep more than five adult dogs and/or cats or more than one litter of puppies or kittens at a residence may apply multi-pet permit allowing them to keep two additional dogs or cats. The applicant shall pay a yearly permit fee of $50 at the time of filing and must meet the following conditions:

    The applicant shall be the owner of the property. If the applicant is a renter/tenant of the property, they must provide a notarized letter from the property owner stating permission for the pets on the premises. This permission must be written, notarized, and must be provided annually or upon request.

    The animal control authority inspects the property and deems  it appropriate for housing multiple pets.

    Multi-pet permits must be renewed annually and each renewal will require inspection and approval.

 

Foster Pet Permit - Application

Any resident desiring to foster a dog or cat from a registered rescue group would need to fill out a Foster Pet Permit Application and turn it into Animal Services. The applicant shall pay a yearly permit fee of $25 at the time of filing and must meet the following conditions:

    Fostered animals are to be provided with adequate food, water, shelter, and shade at all times. The foster home must provide an area in which to segregate newly fostered animals until those animals can be socialized with other animals living in the foster home.

    The number of animals allowed to be fostered at a location shall be based on adequate housing space as determined by the size of animals being housed, and should not be more than two (2) adult animals (dogs or cats), or no more than two litters (dogs or cats).

    All fostered animals over the age of sixteen (16) weeks must be vaccinated against rabies.

    The foster caregiver shall be the owner of the property where the foster home is located or have notarized written permission of the owner of the property in order to participate as a foster home. If the foster caregiver is a tenant and not the owner of the property, written, notarized permission from the property owner or management company must be provided annually or upon request of the Animal Services Manager or their designee.

    The foster caregiver shall provide a letter from the rescue group stating they are an approved foster for the rescue group and provide proof of 501c3 status. This letter will also include the number(s), species, age, color and sex of the animal( s), sterilization proof( if completed, or estimated date of sterilization), and microchip number that is implanted in the animal.

3.   Your group must be on our approved list (This means that you have pulled from us and have no open contracts with us)

 

 

 

Tagging an animal

All animals entering our facility are required to be held a minimum of 72hrs from point of contact unless an emergency situation (neo natal animals/ injured etc.) The following information must be provided at time of tagging animal.

1.   You must be on our approved rescue list (No open contracts)

2.   Contact Kelly at 817-230-0460 or email at khenderson@saginawtx.org

3.   Provide animals Name that you are interested in tagging

4.   Schedule date and time for pickup (must be picked up with 72hrs.)

5.   Sign Rescue contract agreeing to take ownership of animal, and provide any medical information not already completed on animal you are tagging.

 

 

 

Living with Wildlife

Understanding Urban Wildlife

The City of Saginaw has a variety of native wildlife that can be enjoyed from our backyards, parks, trails, and natural areas. It is up to all of us to protect native wildlife and their habitats. Please do not feed, touch, or attempt to catch any wildlife you find. We are visitors in their home and should view them at a safe distance.

 

Sometimes living with urban wildlife can get complicated. Coyotes cross a road, raccoons den under porches, and crows raid trash bins. How do we learn to coexist with wildlife in our city? Animal Services provides many helpful resources for Saginaw residents which highlight preventative measures to reduce unwanted wildlife interactions.

 

The City of Saginaw Animal Services does respond to service requests that may pose a threat to public safety, but does NOT trap apparently healthy wildlife that does not pose a threat. Animal Services also work to educate the public and provide wildlife resources to keep the public safe and preserve the wildlife and their habitats.

Nuisance Nesting

Each year Saginaw has faced a special challenge in managing the effects of egrets and herons nesting in our community's residential areas. Initially only a few birds are noticed, but suddenly hundreds of birds moved in and began building nests for the nesting season. These birds arrive during the early spring (March and April).

Although this natural cycle can be beautiful, the challenges associated can be overwhelming. These concerns relate to noise, odor and significant amounts of excrement that covers streets, sidewalks, cars, mailboxes and other public and private property.

City staff is unable to address any of these issues while the birds are nesting due to their "protected" status provided by the Migratory Bird Treaty Act. The City needs the help of its residents to address this challenge proactively. We encourage you to take the steps below to protect your trees and to remain vigilant in observing bird activity in your neighborhood:

·         Thin tree canopy to allow sunlight to shine between limbs and other trees

·         Remove old nesting material

·         Use reflective tape, scare-eye balloons or other visual deterrents to make your trees less attractive to migratory birds in search of viable nesting sites

·         If you notice egrets or herons in your trees, use water hose or signal horns to scare birds from the trees

·         Beginning in February/March report ALL egret and heron activity to Animal Services at 817-230-0460 or by clicking here.

Before Nesting Season Begins (Typically January to Early March)

·         Be on the lookout for "sentry" birds - the first birds to arrive looking for ideal nesting sites for the flock. Report sightings to your neighbors and to The City of Saginaw Animal Services!

·         Familiarize yourself with the different migratory birds found in Texas. Each species has a different breeding period.

What can you do once birds have arrived? (Early March)

·         Use a combination of scaring devices before migratory birds lay eggs such as hanging, “scare eye” or helium balloons, wind chimes, CD’s or other moving objects in trees.

·          Disturb early nesting material with long poles, tennis balls or water spray

·         As soon as you see birds on or near your property, begin using scare tactics.

·         Use noisemakers, water spray or shine lights at night.

·         Please take care while using scare tactics. Do not kill or injure the birds.

·         DO NOT harm birds or eggs. These birds are protected by international treaty.

During Nesting Season (Typically March to October)

·         Once birds begin sitting on nests, eggs are probably present. Do not kill, harass, relocate, move, or attempt to scare away the birds by any means during nesting season. These birds are federally protected.

·         Contact The City of Saginaw Animal Services and notify the location of the nest.

If a Rookery (Group Nesting Site) Is Established

·         Continue normal maintenance of your property (mowing, weed-eating, edging, watering, etc.)

·         Contact The City of Saginaw Animal Services at 817-230-0460 to report fallen eggs, injured, or dead birds. Animal Services will pick them up.

·         DO NOT attempt to handle birds, and DO NOT do anything to intentionally disturb the birds or their nests!

After Nesting Season Has Ended (Typically October to January)

·         Remove old nests from trees.

·          Trim your trees. Remove deadwood, and thin tree canopy to allow sunlight between limbs and other trees.

·          Be a good neighbor and help those who may have special needs and/or team up with your neighbors when hiring a tree trimming service and ask for discount rates for group service.

·         Be watchful and report these bird arrivals anywhere in your neighborhood in late winter/early spring to the City of Saginaw Animal Services. They may not be your problem at the time, but that can change quickly!

Dog Parks

The City of Saginaw has two dog parks:

·         Highland Station Dog  Bark

 

Dog Park Rules & Regulations

 

1.      Dog Park hours are from Dawn to Dusk

2.      All dogs must be current on Rabies vaccinations and be free of any contagious diseases, per city ordinance all dogs must have a RABIES tag and CITY REGISTRATION tag (SAGINAW RESIDENTS) displayed on their collars at all times.

3.      Dogs must remain leashed in entry/exit area

4.      Dogs displaying aggressive behavior shall be leashed and removed immediately

5.      Dogs must be in view and voice control of the owners/ handlers at all times

6.      Owners/Handlers must carry a leash at all times for their dog(s)

7.      A maximum of 2 dogs per owner/handler

8.      No unaccompanied children under 13 years old allowed

9.      Dogs 4 months of age (16 weeks) or less are prohibited

10.  Dogs in HEAT are prohibited

11.  No food or drinks (Humane or Canine) except bottled water allowed in park

12.  Dogs less than 25 lbs. are not allowed in the large dog area. Dogs over 25 lbs. are not allowed in the small dog area.

13.  No bicycles, rollerblades, skate boards or motorized vehicles allowed in the park except maintenance vehicles

14.  Owners/Handlers are required to clean up their dog’s waste

15.  Owners/Handlers shall report dog bites or scratches to HUMANS, & any aggressive incidents, dog fights etc. to Saginaw Animal Services immediately @ 817-230-0460 during business hours, after hours contact Police Dispatch at 817-232-0311. In case of an EMERGENCY call 911.

16.  YOUR USE OF THIS PARK IS AT YOUR OWN RISK. THE CITY IS NOT RESPONSIBLE FOR ACCIDENTS, INJURY, OR OTHER DAMAGES OF ANY KIND

17.  All Dog Park users are subject to citations for violations of park rules.

501c3

Saginaw TX Animal Services Animal Welfare & Safety Corp. non-profit 501c3 was formed in 2022 to help the City of Saginaw Animal Services Dept. with many animal related issues. In fiscal year 22/23 the 501c3 spent over $15,000.00 helping Animal Services with Veterinary bills and vaccinations. With your help the 501c3 has been able to help many animals. We look forward to many years of continuing to help these fur babies.

Animal Shelter Advisory Committee:

 

Purpose

The purpose of the committee shall be to assist animal shelters located within the city limits regarding compliance with Chapter 823 of the Health and Safety Code. Additionally, upon request of the city council, the committee may: (i) provide recommendations to the city regarding its compliance with the Texas Rabies Control Act and (ii) recommend ways to improve the efficiency and cost effectiveness of the city’s animal control program. Volunteer Program

We could not function or survive without the hundreds of hours of work from our cherished volunteers. Volunteers have an enormous impact on the health and well-being of our pets. The investment is minimal but the return is immeasurable!

Volunteers Help With:

 

·         Daily Shelter Activities - The center sees thousands of animals each year. Often these pets need socialization, bathing or just a kind word to warm their hearts. With limited staff and new pets being brought in daily, the need for people to walk dogs, clean cages and even to help with adoptions is ever increasing.

·         Special Events - Offsite adoptions and other special events are almost always staffed by volunteers. There is nothing like knowing that you made the difference for that one pet!

 

 

Volunteer Opportunities

We are always looking for help in finding the animals in our care a good adoptive home. Volunteers are an essential part of the daily activities in our shelter to assist with socializing, walking, cleaning, and playing with the animals. Volunteers ages 17 or older can volunteer, however, volunteers ages 10-16 must have a parent/guardian present.

Meet our Staff

Animal Services Manager

Jose Wheeland

Jose is a Veteran of the US Army where he served 4 years as an Infantryman before being honorably discharged. In 1999 he moved back to the Great State of Texas. In 2000 he moved into the Saginaw Area to be closer to family. In April 2001 he started his career with the Public Works Department. In 2003 he volunteered to fill in as an ACO while the ACO at the time was deployed with the Military. Jose became Basic ACO certified and EU certified and is also a licensed Code Compliance Officer in the State of Texas. After 15yrs with Animal Control he was made the Interim Animal Services Manager due to a vacancy in that position in December of 2016 and in February of 2017 was officially promoted to Animal Services Manager. During his career he has obtained numerous certfications such as Basic, Advanced & Administrative ACO certifications to list a few. He is the LRCA (Local Rabies Control Authority) for Saginaw.

Adoption Rescue Coordinator

 

Kelly began his career with the City of Saginaw Recreation Dept. in April 2005 as an Athletic Coordinator. In 2007 he was promoted to Recreation Services Manager where he served in that capacity until 2020. He moved to Animal Services to take on the role as the Adoption/Rescue Coordinator. Kelly became certified as a grant writer, Basic ACO, Advanced ACO, and Administrative ACO certifications. Kelly played an instrumental role in setting up the non-profit 501c3 that helps the City of Saginaw Animal Services Dept. Kelly is married and has 1 son.

Breanna “Bre” is a Saginaw local living in Saginaw since 2003. She graduated Saginaw High School in 2012 and received her Bachelor’s Degree in Agricultural Services and Development from Tarleton State University in 2016. She has experience with livestock, as well as small animals and spent her time growing up riding horses, barrel racing, and participating in the FFA. Bre started her career with Animal Control in 2020 as an Animal Control Officer and has gained the experience and certifications (Basic/Advanced & Administrative)  to be a Sr. ACO/Shelter Technician Supervisor as well as the city’s backup LRCA (Local Rabies Control Authority).

Taylor is a graduate of Boswell High School Class of 2022, her participation in FFA grew her passion for helping animals. This led her to a career in Animal Services. Taylor started out as a Shelter Technician with Animal Services in 08-2022 and transferred to a ACO position later that month due to a vacancy. She has exceled in her field and currently has Basic and Advanced ACO certfications to list a few.

She started her career in the private sector where she worked at a veterinary clinic, after 10+ years she decided to make the change to the public sector and hired on as a FT Shelter Technician in July of 2023. Jannet is a animal lover and a great fit to our team.

Joseph is one of our PT Shelter Technician. He started his career with us in 2021. He is a big lover of animals and enjoys making sure they are well taken care of while here at our facility. He does everything he can to spoil them while they are in his care.

Jill Smith

Jill is one of our PT Shelter Technicians and has been with Saginaw Animal Services since November 2022. She is an avid animal lover. In addition to caring for the animals at the shelter, she is also a teacher for Little Blessings Preschool in Saginaw, Texas. Between Jill's husband and herself, they have six kids, ranging from age 31 to 11. They also have a house full of animals, of course.  Jill truly enjoys her role with Saginaw Animal Services and the time she gets to spend caring for the animals who are still looking for their furever homes. It is her dream that every animal has a loving home.

Dezarae is one our PT Shelter Technicians, she is a passionate animal advocate, proud nerd and artist who is dedicated to making a difference at the local shelter. Our next vaccination clinic of the year will be held on February 22, 2025 from 10am-12pm at the Saginaw Animal Shelter located at 205 Brenda Ln.

Due to recent closing due to staffing issues, effective September 1, 2025 Animal Services will be closed on Saturdays. This closure will help us to better assist the public during the week. If you are a volunteer or Community Service and

would like to assist with Saturday Feed and Clean please get with a staff member to schedule your times.

City of Saginaw and City of Blue Mound have passed a TNVR ordinance. All citizens wishing to participate, can contact the shelter to borrow a trap, or you may contact Animal Services and fill out a round up form allowing Animal Services access to their property to set, check, and remove traps. Any citizens wishing to become a colony caretaker must register as a colony caretaker with Animal Services for more information please contact Animal Services at 817-230-0460. Animal Services will no longer service personal traps.

 

***ATTENTION***

Kennel cough is on the rise in the DFW area, many shelters are experiencing outbreaks of kennel cough. Saginaw Animal Services is currently shutting down adoptions due to having animals showing signs and symptoms of kennel cough. For more information on kennel cough CLICK HERE. Please be sure to get your furry friend boostered every 6 months to a year, per vet recommendations. Kennel cough is very contagious.

Vaccination Clinics

 

Saginaw Animal Services will be hosting Texas Coalition for Animal Protection for  a low cost vaccination clinic. These clinics will be held at 205 Brenda Ln Saginaw TX 76179 from 10 a.m. – 12p.m.. The animal shelter will be open for Saginaw residents to register their pets. Registration is $10 and is required to be done annually per city ordinance.

Event Rules     

·         All customers must be in line no later than 12 p.m.

·         All dogs must be leashed, and all owners must have control of their animal.

·         If you are unable to control your pet, please leave them with someone in your vehicle while you wait in line.

·         All cats must be in a carrier

·         If you need assitance please contact a staff member.

·         Registrations will be done after vaccination is received inside the shelter (Saginaw Residents Only)

·         Do not block the gated entry, please be aware of any vehicles/ machinery entering and leaving the property
